fa چگونه نظام رگولاتوری-اپراتوری سلامت الکترونیک ایران را می‌توان اثربخش‌تر کرد؟ عمومى General دیدگاه Perspective <div style="text-align: justify;"><span style="color:#000000;"><span style="font-size:16px;"><span style="font-family:yekanYW;"><span style="line-height:2;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span lang="AR-SA">براساس قانون برنامه هفتم توسعه اجتماعی، اقتصادی، سیاسی، و فرهنگی هفتم کشور، نظام اپراتوری در سلامت الکترونیک ایران به وزارت بهداشت درمان و آموزش پزشکی تکلیف شده است. طبق آن وزارت بهداشت، درمان، و آموزش پزشکی نقش رگولاتور را دارد و اپراتورها اعم از دولتی و خصوصی مجوز فعالیت می‌گیرند تا خدمات سلامت الکترونیک را اجرا کنند. به‌عبارت دیگر این نظام مدلی است که در آن سیاست‌گذاری و نظارت (رگولاتوری) از نقش اجرا و خدمت رسانی (اپراتوری) جدا می‌شود. دفتر آمار و فناوری اطلاعات وزارت بهداشت زیرمجموعه معاونت توسعه و مدیریت منابع متولی تحقق این تکلیف است. تلاش‌هایی انجام شده است. به‌نظر می‌رسد آنگونه که انتظار می‌رفت به نتایج مورد انتظار نایل نشده است. بررسی تجربیات جهانی و کشورهای پیشرو و موفق می‌تواند به سرعت بخشیدن به تحقق اهداف برنامه کمک کند. مطالعات جهانی به موضوعاتی مانند ماهیت و استقلال رگولاتور و حاکمیتی بودن اپراتورها و مدل مالکیتی و درآمدی آنها، شفافیت اطلاعات اداری و مالی، در کنار استانداردها و قوانین محکم در حوزه اجرا و تبعیت دستگاهای اجرایی و اپراتورها و شرکت‌ها از استانداردها رگولاتور و وجود نظام‌های مطالبه‌گری اشارخ کرده‌اند. در ایران در این زمینه‌ها نواقصی وجود دارد که باید اصلاح شود.</span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="color:#000000;"><span style="font-size:14px;"><span style="font-family:Times New Roman;"><span style="line-height:2;">According to the law of the Seventh Social, Economic, Political, and Cultural Development Program of the country, the operator system in Iran&#39;s e-health has been assigned to the Ministry of Health and Medical Education. According to it, the Ministry of Health and Medical Education has the role of regulator and operators, both public and private, obtain licenses to operate in order to implement e-health services. In other words, this system is a model in which policy-making and supervision (regulatory) are separated from the role of implementation and service delivery (operatory). The Statistics and Information Technology Office of the Ministry of Health, a subsidiary of the Deputy for Development and Resource Management, is responsible for fulfilling this task. Some efforts have been made. It seems that the expected results have not been achieved as expected. Examining global experiences and leading and successful countries can help accelerate the realization of the program&#39;s goals. Global studies have highlighted issues such as the nature and independence of the regulator, the sovereignty of operators, their ownership and revenue models, the transparency of administrative and financial information, along with strong standards and laws in the field of implementation and compliance of executive bodies, operators, and companies with the regulatory standards, and the existence of demand systems.
