Publication Ethics

Introduction

The Iranian Journal of Health Insurance is committed to upholding the highest standards of publication ethics, scientific integrity, transparency, fairness, and accountability throughout all stages of the editorial and publication process. Manuscript submission, peer review, editorial decision-making, and publication are conducted in accordance with the principles and recommendations of the Committee on Publication Ethics (COPE), the International Committee of Medical Journal Editors (ICMJE), and the Principles of Transparency and Best Practice in Scholarly Publishing.
These ethical principles apply to all editors, editorial board members, reviewers, authors, copy editors, the publisher, and all individuals involved in the publication process.
The journal has zero tolerance for research and publication misconduct, including but not limited to plagiarism, data fabrication or falsification, duplicate or redundant publication, manipulation of the peer-review or citation process, and any other unethical publishing practices. Allegations of misconduct will be investigated and addressed in accordance with the COPE guidelines.

1. Responsibilities of the Editor-in-Chief and Editorial Board
The Editor-in-Chief has full responsibility for editorial decisions regarding the acceptance, revision, or rejection of submitted manuscripts. Editorial decisions are based solely on the manuscript's scientific merit, originality, methodological rigor, significance of the findings, relevance to the journal's scope, and the recommendations of independent peer reviewers.
Editorial decisions must be made fairly, objectively, and independently, without discrimination or undue influence arising from personal, institutional, political, or financial interests.
The Editor-in-Chief and Editorial Board are responsible for maintaining the confidentiality of submitted manuscripts and the peer-review process. Unpublished information obtained during manuscript handling must not be used for personal or professional advantage. Editors must recuse themselves from handling manuscripts in cases of actual or potential conflicts of interest.
The Editorial Board is responsible for selecting qualified reviewers, ensuring a fair, impartial, and timely peer-review process, and addressing allegations of research or publication misconduct. Where misconduct is confirmed, the journal may reject the manuscript, publish a correction or expression of concern, retract the article, or take other appropriate actions in accordance with COPE recommendations.

2. Responsibilities of Authors
Submission of a manuscript to the journal signifies that all authors agree to comply with these publication ethics and uphold the principles of research integrity.
Authors must ensure that submitted work is original, has not been published previously, and is not under consideration by another journal.
Authors are responsible for the accuracy, authenticity, and integrity of all data, analyses, and reported findings. Fabrication, falsification, manipulation of data, or any other form of scientific misconduct is strictly prohibited.
All sources must be appropriately cited, and any financial support or potential conflicts of interest must be fully disclosed.
Research involving human participants, personal health information, or identifiable data must have received approval from an appropriate Research Ethics Committee or Institutional Review Board (IRB), and informed consent must be obtained whenever applicable.
If authors discover a significant error or inaccuracy in their published work, they are obliged to promptly notify the Editor-in-Chief and cooperate fully in issuing a correction or retraction, where necessary.

3. Authorship Criteria
The Iranian Journal of Health Insurance follows the authorship recommendations of the International Committee of Medical Journal Editors (ICMJE).
Authorship is limited to individuals who have made substantial contributions to the conception or design of the study, data acquisition, analysis or interpretation, drafting or critically revising the manuscript, approving the final version for publication, and accepting responsibility for the accuracy and integrity of the work.
Acquisition of funding, general supervision, administrative oversight, routine data collection, or technical assistance alone does not qualify an individual for authorship. Such contributions should be acknowledged in the Acknowledgements section.
The corresponding author is responsible for ensuring that all eligible contributors are included as authors, that all authors have agreed to the order of authorship, and that all have approved the final version of the manuscript prior to submission.
Any request to add, remove, or reorder authors after manuscript submission will be considered only upon receipt of a written request, the consent of all listed authors, and approval by the Editor-in-Chief.
The journal does not tolerate honorary, guest, gift, ghost, or purchased authorship and will address any authorship misconduct in accordance with COPE guidelines.

4. Responsibilities of Reviewers
The Iranian Journal of Health Insurance operates a double-blind peer-review system. Reviewers are expected to evaluate submitted manuscripts objectively, confidentially, and solely on the basis of their scientific quality, originality, methodological rigor, and relevance to the journal's scope.
Reviewers must disclose any actual or potential conflicts of interest before accepting a review assignment and decline the invitation if such conflicts could affect their impartiality. Review reports should be evidence-based, constructive, respectful, and submitted within the specified review period.
If reviewers identify evidence of plagiarism, data fabrication or falsification, duplicate publication, or any other form of research or publication misconduct, they should report their concerns confidentially to the Editor-in-Chief and must not communicate directly with the authors regarding such concerns.

5. Conflict of Interest
The Iranian Journal of Health Insurance is committed to maintaining transparency and editorial independence throughout the publication process. All authors, reviewers, editors, editorial board members, and the publisher are required to disclose any financial, professional, institutional, or personal relationships that could influence, or be perceived to influence, their judgment or decision-making.
If an undisclosed conflict of interest is identified, the journal will take appropriate action in accordance with COPE guidelines. Such actions may include requesting corrections to disclosures, suspending the editorial process, rejecting the manuscript, or issuing a correction or retraction after publication, where appropriate.

6. Research Misconduct and Publication Ethics Violations
The Iranian Journal of Health Insurance considers all forms of research and publication misconduct to be serious violations of scientific integrity and adopts a zero-tolerance policy toward unethical publishing practices.

Research and publication misconduct includes, but is not limited to:
- Plagiarism;
- Self-plagiarism or inappropriate reuse of previously published material without proper citation;
- Data fabrication;
- Data falsification or manipulation of research findings;
- Duplicate or redundant publication;
- Simultaneous submission of a manuscript to more than one journal;
- Manipulation of the peer-review process;
- Guest, honorary, gift, or ghost authorship;
- Buying, selling, or transferring authorship;
- Citation manipulation intended to artificially increase citation metrics;
- Manipulation of images, figures, or research documentation;
- Failure to disclose conflicts of interest.
All submitted manuscripts are screened for textual similarity before entering the peer-review process and, when necessary, at subsequent stages of editorial evaluation. The journal uses recognized plagiarism detection software, including iThenticate for English-language manuscripts and Samim (or other approved Persian similarity detection systems) for Persian-language submissions.

7. Research Ethics
The Iranian Journal of Health Insurance considers for publication only those manuscripts that have been conducted and reported in accordance with internationally accepted principles of research ethics. Authors bear full responsibility for ensuring ethical compliance throughout the design, conduct, analysis, and reporting of their research.

7.1. Research Involving Human Participants and Biological Materials
Research involving human participants, health-related data, medical records, or human biological materials must comply with applicable national and international ethical standards and must have received prior approval from an appropriate Research Ethics Committee or Institutional Review Board (IRB). Where applicable, clinical studies should also be registered in an appropriate clinical trial registry (e.g., IRCT).
Authors must clearly report the following information in their manuscript:
- The name of the approving ethics committee or institutional review board;
- The ethics approval/reference number;
- A statement confirming that informed consent was obtained from participants or their legally authorized representatives, where applicable;
- Measures taken to ensure the confidentiality and privacy of participants.
Personally identifiable information, photographs, or any other identifiable data must not be published without the explicit written consent of the individual concerned.

7.2. Confidentiality
The journal is committed to maintaining the confidentiality of all information relating to authors, reviewers, research participants, and all documents associated with the editorial and peer-review process.
Information obtained during manuscript submission, review, and publication is used solely for legitimate editorial and publishing purposes and will not be disclosed to third parties without legal authorization or the explicit consent of the individuals concerned, except where required by applicable laws, regulations, or recognized ethical standards.

8. Responsibilities of the Publisher
The National Center for Health Insurance Research, as the publisher of the Iranian Journal of Health Insurance, is committed to safeguarding the editorial independence of the Editor-in-Chief and the Editorial Board and to preventing any financial, institutional, or commercial influence on editorial decisions.
The publisher is also responsible for providing and maintaining the infrastructure necessary for the effective management of peer review, publication, digital archiving, protection of confidential information, publication of corrections and retractions, and adherence to internationally recognized standards of publication ethics.
In cases involving allegations of research or publication misconduct, the publisher supports a fair and transparent investigative process and the implementation of the Editorial Board's final decisions in accordance with established ethical guidelines.

9. Copyright, Intellectual Property, and Responsible Use of Published Materials
Authors are responsible for complying with all applicable copyright and intellectual property laws and for obtaining permission to reproduce or adapt copyrighted materials, including tables, figures, illustrations, instruments, questionnaires, or other protected content, where required.
Submission of a manuscript to the journal constitutes the authors' confirmation that the rights of third parties have been respected and that the manuscript does not infringe any intellectual property rights.
Where a violation of copyright or intellectual property rights is identified, the journal reserves the right to take appropriate editorial action in accordance with applicable laws and internationally accepted publication ethics guidelines.

10. Final Statement
The Iranian Journal of Health Insurance is committed to promoting the quality, integrity, transparency, and credibility of scholarly publishing. The journal considers adherence to the principles of research ethics and publication ethics to be a shared responsibility of authors, reviewers, editors, Editorial Board members, the publisher, and all individuals involved in the publication process.
