fa روند تغییرات نسبت پشتیبان در صندوق‌های بازنشستگی با تأکید بر صندوق تأمین اجتماعی تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-family:yekanYW;"><span style="font-size:14px;"><b><span lang="FA"><span style="color:#006890">مقدمه:</span></span></b><span lang="FA"> بررسی وضعیت صندوق</span> <span lang="FA">های بازنشستگی ایران نشان می</span> <span lang="FA">دهد که این صندوق</span> <span lang="FA">ها طی دو دهه اخیر با چالش</span> <span lang="FA">های مالی مهمی روبرو شده</span> <span lang="FA">اند و به نوعی به وضعیت ناپایداری سیستم مستمری رسیده</span> <span lang="FA">اند. این مسئله، توانایی صندوق</span> <span lang="FA">ها را در تأمین تعهدات خود برای بهره</span> <span lang="FA">مندی مشمولین با پرسش جدی مواجه کرده است. یکی از ابزارهای سنجش توازن منابع و مصارف و پایداری صندوق</span> <span lang="FA">های بازنشستگی، نسبت پشتیبان است. هدف از این مطالعه، بررسی این نسبت در صندوق</span> <span lang="FA">های بازنشستگی با تأکید بر تأمین اجتماعی و تحولات آن طی ۵۰ سال گذشته</span> <span lang="FA">ی این صندوق است.</span><br> <b><span lang="FA"><span style="color:#006890">روش بررسی:</span></span></b><span lang="FA"> پژوهش حاضر یک پژوهش توصیفی-تحلیلی از طریق تحلیل ثانویه داده</span> <span lang="FA">های ثبت سازمانی است. داده</span> <span lang="FA">های مورد استفاده از منابع آماری و اطلاعاتی صندوق</span> <span lang="FA">های بازنشستگی و دفتر آمار و اطلاعات وزارت تعاون کار و رفاه اجتماعی اخذ شده است. </span><br> <b><span lang="FA"><span style="color:#006890">یافته ها: </span></span></b><span lang="FA">صندوق</span> <span lang="FA">های بازنشستگی کشوری، فولاد، بانک مرکزی، صدا و سیما، ملی مس و بنادر و کشتیرانی دارای نسبت پشتیبان زیر یک هستند. با طبقه</span> <span lang="FA">بندی این نسبت با گروه زیر ۲ شاغل به بازنشسته، به این فهرست می</span> <span lang="FA">توان به بانک</span> <span lang="FA">ها، هواپیمایی هما، بیمه مرکزی و نفت را افزود. همچنین نسبت پشتیبان در صندوق تأمین اجتماعی طی سال</span> <span lang="FA">های اخیر روند کاهشی داشته به نحوی که طی ده سال اخیر از ۸۱/۶ در سال ۱۳۸۹ به ۵/۴ در سال ۱۳۹۸ کاهش یافته است.</span><br> <b><span lang="FA"><span style="color:#006890">نتیجه گیری: </span></span></b><span lang="FA">بحران در صندوق</span> <span lang="FA">های بازنشستگی به حدی حائز اهمیت است که هرگونه بی</span> <span lang="FA">توجهی به آن می</span> <span lang="FA">تواند چالش ملی در کشور ایجاد کند. نتایج بدست آمده در این مطالعه نشان می</span> <span lang="FA">دهد نسبت پشتیبان در صندوق</span> <span lang="FA">های بازنشستگی روند کاهشی داشته و ادامه این روند مخاطرات اساسی پیش روی اقتصاد ایران پدید می</span> <span lang="FA">آورد.</span></span></span></div> <div style="text-align: justify;"><span style="font-family:Tahoma;"><span style="font-size:14px;"><strong>Introduction:</strong> A study of the situation of Iranian pension funds shows that these funds have faced significant financial challenges in the last two decades and have reached a state of instability in the pension system. This raises serious questions about the ability of funds to meet their obligations for the benefit of beneficiaries. One of the tools for measuring the balance of resources and expenditures and the stability of pension funds is the support ratio. The purpose of this study is to examine this ratio in pension funds with an emphasis on social security and its developments over the past 50 years.<br> <strong>Methods:</strong> The present study is a descriptive-analytical research through secondary analysis of organizational registration data. The data used were obtained from statistical and information sources of pension funds and the Statistics and Information Office of the Ministry of Labor Cooperation and Social Welfare.<br> <strong>Results:</strong> State Pension Funds, Steel, Central Bank, Radio and Television, National Copper and Ports and Shipping have a support ratio below one. By classifying this ratio with the following group of 2 employees retired, to this list can be added banks, Homa Airlines, Central Insurance and Oil. Also, the support ratio in the Social Security Fund has been decreasing in recent years, so that in the last ten years it has decreased from 6.81 in 2010 to 4.5 in 2019.<br> <strong>Conclusion: </strong>The crisis in pension funds is so important that any neglect of it can create a national challenge in the country.
