fa ارائه و تبیین الگوی راهبردی ارتقای سیاست‌های بیمه در نظام سلامت ایران Presenting and Explaining the Strategic Model for Promoting Insurance Policies in Iran’s Health System تخصصي Special پژوهشي Research <div style="text-align: justify;">مقدمه: امروزه بیمه‌های سلامت نقش مهمی در ارتقای سلامت جامعه و سطح رفاه افراد دارند. بیمه‌های بهداشت و درمان دارای کاستی‌هایی هستند که بسیاری از آنها به مسائل سیاست‌گذاری و نقص در مدیریت راهبردی این گونه بیمه‌ها مربوط می‌شود که نیازمند اصلاح و بهبود است. در همین راستا، این مطالعه با هدف ارائه و تبیین الگویی راهبردی برای ارتقای سیاست‌های بیمه در نظام سلامت ایران صورت پذیرفت. روش بررسی: مطالعه حاضر از نوع تحلیلی و کاربردی است که در دو فاز کمی و کیفی صورت پذیرفت. در مرحله کیفی با استفاده از روش تحلیل موضوعی برای طراحی الگوی پژوهش، با ۲۶ نفر از خبرگان دانشگاهی و اجرایی در زمینه بیمه‌ سلامت به صورت هدفمند مصاحبه انجام شد و در مرحله کمی از مدل‌سازی معادلات ساختاری و نرم‌افزار Smart PLS استفاده شد. حجم نمونه با استفاده از فرمول کوکران محاسبه و به شکلی تصادفی از ۱۸۶ نفر از مدیران و متخصصان فعال در زمینه بیمه‌ سلامت با پرسشنامه نظرخواهی شد. یافته‌ها: پس از تحلیل و کدگذاری پاسخ‌ها، ۵ راهبرد شامل ارتقای مدیریت کلان در بیمه بهداشت و درمان، بهبود خدمات بیمه، ارتقای عدالت بیمه‌ای، مدیریت منابع و بهره‌گیری از رویکرد پایداری شناسایی شدند که مبنای تشکیل‌دهنده الگوی طراحی شده متغیرهای مربوط به پیشران‌ها، عوامل زمینه‌ای، راهبردها و پیامدها هستند. تحلیل داده‌های این یافته‌ها با روش مدل‌سازی معادلات ساختاری نشان داد که اجزای الگوی پژوهش مورد تأیید بوده و کلیه ضرایب مسیر برآورد شده معنادار است. نتیجه‌گیری: یافته‌های مطالعه حاکی از این است که با تأمین منافع ذی‌نفعان و همچنین در نظر گرفتن کلیه متغیرهای تأثیرگذار بر سیاست‌گذاری، می‌توان مسیری رو به ارتقا و بهبود در فرایند سیاست‌گذاری بیمه‌های بهداشتی درمانی کشور طی کرد.</div> <div style="text-align: justify;">Introduction: Today, health insurance plays an important role in improving the health of society and the level of well-being of people. Moreover, the World Health Organization also pursues important goals to improve the state of health and public health in countries. In our country, health insurances have shortcomings, many of which are related to policy issues and defects in the strategic management of such insurances, which require correction and improvement. In this regard, this article has been prepared with the aim of presenting and explaining a strategic model for the promotion of insurance policies in Iran’s health system. Methods: which is developmental-applicative in terms of its purpose and is placed in the group of analytical and cross-sectional studies. In the qualitative phase, using the topic analysis method to design the research model, 26 academic and executive experts in the field of health insurance were interviewed in a targeted manner, and in the quantitative phase, structural equation modeling and Smart PLS software were used. The sample size was calculated using Cochran’s formula and 186 managers and professionals active in the field of health insurance were randomly asked for their opinions with a questionnaire. Results: After analyzing and coding the responses, findings including five strategies for improving macro management in health insurance, improving insurance services, improving insurance justice, managing resources and using a sustainable approach were identified, which form the basis of the designed model of variables related to drivers, factors They are contextual, strategies and consequences. The data analysis of these findings with the structural equation modeling method showed that the components of the research model were approved and all the estimated path coefficients were significant.
