fa ابزارهای ارزیابی تأمین مالی نظام سلامت: مرور نظام‌مند تخصصي Special مروری Review Article <div style="text-align: justify;"><span style="font-family:yekanYW;"><span style="font-size:16px;"><span style="line-height:2;"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span b="" nazanin="">مقدمه:</span></span></b><span lang="FA"><span b="" nazanin=""> ارزیابی وضعیت تأمین مالی سلامت کشورها، به بررسی کارایی نظام سلامت و استفاده مطلوب از منابع محدود نظام سلامت آنها کمک می‌کند. این مطالعه با هدف مروری بر ابزارهای ارزیابی تأمین مالی سلامت و حوزه عملکردی هریک از آنها انجام گرفت تا بتوان اصلاحات مؤثرتر و کاراتری را در مسیر دستیابی به پوشش همگانی سلامت اعمال نمود.</span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span b="" nazanin="">روش بررسی:</span></span></b><span lang="FA"><span b="" nazanin=""> این مطالعه از نوع مرور نظام&shy;مند بود که از پایگاه&shy;های اطلاعاتی</span></span><span dir="LTR"><span new="" roman="" times="">Scopus </span></span><span lang="FA"><span b="" nazanin="">&nbsp;و</span></span><span dir="LTR"><span new="" roman="" times="">PubMed </span></span><span lang="FA"><span b="" nazanin="">&nbsp;و پایگاه&shy;های سازمانی </span></span><span dir="LTR"><span new="" roman="" times="">World Health Organization</span></span><span b="" nazanin=""> و </span><span dir="LTR"><span new="" roman="" times="">World Bank</span></span><span b="" nazanin=""> جهت یافتن ابزارها و مقالات مرتبط با ارزیابی تأمین مالی سلامت استفاده شد</span><span dir="LTR"><span new="" roman="" times="">.</span></span><span lang="FA"><span b="" nazanin=""> مقالات و ابزارها منتشر شده به زبان انگلیسی بدون محدودیت زمانی مورد بررسی قرار گرفته&shy;اند. تجزیه‌وتحلیل داده&shy;ها با روش تحلیل محتوا انجام گرفت.</span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span b="" nazanin="">یافته ها:</span></span></b><span lang="FA"><span b="" nazanin=""> در مجموع ۳۵ مقاله و ۹ ابزار وارد مطالعه شد. پس از بررسی کامل در نهایت، ۶ ابزار (حساب&shy;های ملی سلامت، رویکرد ارزیابی سیستم سلامت، تحلیل وضعیت بخش سلامت، ارزیابی سازمانی برای بهبود و تقویت تأمین مالی سلامت، بررسی سیستم سلامت، ماتریس پیشرفت تأمین مالی سلامت) مورد تحلیل قرار گرفت و همه آنها از ۹ بعد ارزیابی تأمین مالی سلامت مورد بررسی قرار گرفتند.</span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="FA"><span b="" nazanin="">نتیجه‌گیری:</span></span></b> <span lang="FA"><span b="" nazanin="">در این مطالعه ابزارهای ارزیابی تأمین مالی نظام سلامت شناسایی و ویژگی آنها بیان گردید. در میان ابزارهای ارزیابی تأمین مالی سلامت در طول چند دهه اخیر، ماتریس پیشرفت تأمین مالی سلامت می‌تواند نقشه راهی کامل‌تر و جامع‌تری را برای شناسایی ابعاد و عملکرد حوزه تأمین مالی نظام سلامت در مسیر دستیابی به پوشش همگانی سلامت</span></span> <span lang="FA"><span b="" nazanin="">ارائه دهد.</span></span></span></span><br> &nbsp;</span></span></span></div> <div style="text-align: justify;"><span style="font-family:Times New Roman;"><span style="font-size:14px;"><span style="line-height:2;"><b><span new="" roman="" times="">Introduction:</span></b><span new="" roman="" times=""> Evaluating the state of health financing of countries helps to check the efficiency of the health system and the optimal use of the limited resources of their health system. This study was conducted with the aim of reviewing health financing evaluation tools and the functional area of each of them so that more effective and efficient reforms can be applied in the path of achieving universal health coverage.</span><br> <b><span new="" roman="" times="">Methods:</span></b><span new="" roman="" times=""> This study was a systematic review that used Scopus and PubMed databases and World Health Organization and World Bank databases to find tools and articles related to health financing evaluation. Articles and tools published in English have been reviewed without time limit. Data analysis was done by content analysis method.</span><br> <b><span new="" roman="" times="">Results: </span></b><span new="" roman="" times="">A total of 35 articles and 9 tools were included in the study. After a complete review, finally, 6 tools (national health accounts, health system assessment approach, health sector situation analysis, organizational assessment to improve and strengthen health financing, health system review, health financing progress matrix) were analyzed. And all of them were examined from 9 dimensions of health financing assessment.</span><br> <b><span new="" roman="" times="">Conclusion:</span></b><span new="" roman="" times=""> In this study, the evaluation tools of health system financing were identified and their characteristics were stated.
