fa بررسی بار مالی منتسب به سازمان بیمه سلامت ناشی از خدمات ارائه شده به اتباع در استان یزد تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:16px;"><span style="font-family:yekanYW;"><span style="line-height:2;"><span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA">مقدمه: </span></b><span lang="AR-SA">با توجه به رشد فزاینده جمعیت مهاجران در استان‌های مهاجرپذیر ایران از جمله یزد، ارائه خدمات سلامت به اتباع خارجی تحت پوشش بیمه سلامت، بار مالی قابل توجهی بر منابع بیمه‌ای وارد کرده است. این مطالعه با هدف برآورد بار مالی ناشی از خدمات ارائه‌شده به اتباع خارجی بیمه‌شده در استان یزد انجام شد.</span><span dir="LTR" style="font-size:11.0pt"></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA">روش بررسی: </span></b><span lang="AR-SA">این پژوهش توصیفی-تحلیلی به‌صورت مقطعی در سال </span><span lang="FA">۱۴۰۳</span><span lang="AR-SA"> انجام شد. جامعه پژوهش شامل کلیه اتباع خارجی تحت پوشش بیمه سلامت در استان یزد بود که در سال مذکور از خدمات درمانی استفاده کرده بودند. داده‌ها از سامانه</span> <span dir="LTR">HIS</span> <span lang="AR-SA">و پایگاه اطلاعاتی سازمان بیمه سلامت استخراج، پاک‌سازی و با استفاده از نرم‌افزار</span> <span dir="LTR">SPSS</span> <span lang="AR-SA">نسخه </span><span lang="FA">۲۵</span><span lang="AR-SA"> تحلیل شدند.</span><span dir="LTR" style="font-size:11.0pt"></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA">یافته‌ها: </span></b><span lang="AR-SA">در مجموع، </span><span lang="FA">۴۴۹۳</span><span lang="AR-SA"> مورد بستری اتباع خارجی در سال </span><span lang="FA">۱۴۰۳</span><span lang="AR-SA"> ثبت شده بود که ۵۳.۸ درصد زن و ۴۶.۲ درصد مرد بودند. کل هزینه خدمات بستری بالغ بر </span><span lang="FA">۱۶۰.۷ </span><span lang="AR-SA">میلیارد ریال بود که ۹۰.۵ درصد آن توسط سازمان بیمه سلامت تأمین گردیده بود. بیشترین سهم هزینه مربوط به خدمات پزشک (</span><span lang="FA">۶۶ درصد) </span><span lang="AR-SA">بود. نرخ ترخیص با بهبودی ۹۹.۲ درصد و مرگ‌ومیر داخل بیمارستان ۰.۸ درصد گزارش شده بود. گروه‌های سنی کودکان زیر </span><span lang="FA">۵</span><span lang="AR-SA"> سال و زنان میانسال بیشترین بار هزینه‌ای را به خود اختصاص داده بودند.</span><span dir="LTR" style="font-size:11.0pt"></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><b><span lang="AR-SA">نتیجه‌گیری: </span></b><span lang="AR-SA">بار مالی خدمات سلامت اتباع در استان یزد قابل توجه است. لذا بازنگری در سیاست‌های تأمین مالی، تقویت خدمات سطح اول، هدفمند کردن پوشش بیمه‌ای و جلب حمایت بین‌المللی برای ارتقای پایداری مالی سازمان بیمه سلامت ضروری به‌نظر می‌رسد.</span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="color:#000000;"><span style="font-size:14px;"><span style="font-family:Times New Roman;"><span style="line-height:2;"><strong>Introduction:</strong> With the growing population of migrants in Iran&rsquo;s host provinces, including Yazd, providing health services to insured foreign nationals has imposed a substantial financial burden on insurance resources. This study aimed to estimate the financial burden of health services provided to insured foreign nationals in Yazd province.<br> <strong>Methods:</strong> This cross-sectional descriptive-analytical study was conducted in 2024. The study population included all foreign nationals covered by health insurance in Yazd who utilized medical services during that year. Data were extracted from the HIS system and the Iran Health Insurance Organization database, cleaned, and analyzed using SPSS version 25.<br> <strong>Results:</strong> In 2024, a total of 4,493 hospitalizations of foreign nationals were recorded, of which 53.8% were female and 46.2% male. The total cost of inpatient services amounted to 160.7 billion IRR, with the Health Insurance Organization covering 90.5% of this amount. Physician services represented the largest share of costs (66%). The recovery discharge rate was 99.2%, while in-hospital mortality accounted for 0.8%. Children under five and middle-aged women were the groups with the highest financial burden.<br> <strong>Conclusion:</strong> The financial burden of health services for foreign nationals in Yazd is considerable.
